Is competition a driving force and or the reason for the success of communism during the cold war? Meaning, the USSR was competiting with the USA in terms of military, space, etc... Therefore, once the cold war was drawing to a close Russian's (generally) had no one to compete with and in-turn fell apart. True or False?

I am interested in reforms in Russia---is the country really turning towards a de-centralized federal model like the USA and Germany with basic civil rights for its citizens, institutionalization of the rule of law, private property rights, and capitalism---or is it turning back to the old centralized, command economy under Putin???

I really like the site. However, I was wondering if I could get any feedback about something I read in Moscow Times a while back about lobbying. I think it was do with the millionaire, Semago. He was asserting that all parties receive kick-backs? How does Yabloko react to such comments?
